क्यानडा नपुग्दै महानिर्देशकविरुद्ध इमेलबाट उजुरी
नागरिक उड्डयन प्राधिकरणका महानिर्देशक प्रदीप अधिकारीविरुद्ध अन्तर्राष्ट्रिय स्तरमै औपचारिक उजुरी दर्ता गरिएको छ । भोलिदेखि क्यानाडाको मन्ट्रियलमा हुन लागेको अन्तर्राष्ट्रिय नागरिक उड्डयन संगठनको ४२औँ महासभा अघि अधिकारीविरुद्ध भ्रष्टाचार, घुसखोरी, सुरक्षा चुनौती र निरंकुश प्रशासन शैलीबारे ठोस प्रमाणसहित उजुरी हालिएको छ ।
आज राति क्यानडातर्फ जान लागेका उनीमाथि नेपालका नागरिक उड्डयन विज्ञद्वारा अध्यक्ष र महासचिवसमक्ष बुझाइएको उजुरीपत्रमा पोखरा अन्तर्राष्ट्रिय विमानस्थल, गौतमबुद्ध अन्तर्राष्ट्रिय विमानस्थल (भैरहवा) र निजगढ प्रस्तावित अन्तर्राष्ट्रिय विमानस्थलजस्ता ठूला आयोजनामा ठेक्का प्रक्रियामा मिलेमतो, घुसखोरी र करिब १५ अर्ब रुपैयाँभन्दा बढीको भ्रष्टाचार भएको आरोप लगाइएको छ ।
संसदीय सार्वजनिक लेखा समितिको प्रतिवेदनलाई आधार बनाउँदै, उजुरीपत्रमा अधिकारीले ठेकेदारहरूसँग मिलेमतो गरेर ठेक्का दुरुपयोग, सुरक्षा निरीक्षण बेवास्ता र संस्थालाई ‘सेटिङ’ मा आधारित प्रशासनमा रूपान्तरण गरेको उल्लेख छ ।
चार वर्षे कार्यकालमा नेपालमा हवाई दुर्घटनाहरू बढ्दो क्रममा रहे पनि उनले स्वतन्त्र र निष्पक्ष छानबिन हुन नदिएको आरोप पनि उजुरीमा लगाइएको छ । पोखरा विमानस्थल, नालिनचोक हेलिपोर्ट लगायतका संरचनाहरूका मापदण्ड विपरीत प्रमाणित र सञ्चालन गरिएको दाबी गरिएको छ । यसबाहेक, कर्मचारीमाथि हिनपात, मनोबल कमजोर पार्ने गतिविधि र निरंकुश शैलीमा संस्थाको सञ्चालन गरेको उजुरीपत्रमा उल्लेख छ ।
उजुरीकर्ताले लेखेका छन् ः प्रदीप अधिकारीलाई महासभा र अन्य कार्यक्रमहरूमा तत्काल निलम्बन गर्नुपर्ने, स्वतन्त्र छानबिन नभएसम्म भविष्यमुखी कार्यक्रमहरूमा सहभागी हुन प्रतिबन्ध लगाउनुपर्ने, नेपाल सरकारका सम्बन्धित निकायहरूलाई औपचारिक जानकारी गराउनुपर्ने, आइकाओको विश्वसनीयता सुरक्षित राख्न दुराचारमा संलग्न व्यक्तिलाई कुनै अन्तर्राष्ट्रिय मान्यता नदिनुपर्ने ।
निवेदकले अन्त्यमा भनेका छन्, ‘श्री अधिकारीको भ्रष्टाचार, सुरक्षा उल्लङ्घन, घुसखोरी र निरंकुश प्रशासनले नेपालकै नागरिक उड्डयन प्रणाली संकटमा परेको छ । यसले आइकाओप्रति अन्तर्राष्ट्रिय विश्वासमा गम्भीर धक्का पुर्याएको छ । तत्काल र कडा कदम आवश्यक छ ।’

Subject: Urgent Complaint Regarding Mr. Pradeep Adhikari, Director General of the Civil Aviation Authority of Nepal, Concerning Corruption, Misconduct, Administrative Abuse, Nepotism, Bribery, Serious Safety Challenges, Unethical Conduct, and Arbitrary Administration
Respected President and Secretary,
I, the undersigned, as a Civil Aviation Expert from Nepal, respectfully submit this formal complaint. This letter is intended to inform ICAO regarding Mr. Pradeep Adhikari, the current Director General of the Civil Aviation Authority of Nepal (CAAN), concerning corruption, misconduct, administrative abuse, nepotism, bribery, serious safety challenges, unethical behavior, and arbitrary administration, with supporting evidence. Relevant authorities of the Government of Nepal have also been informed regarding this matter.
Mr. Adhikari is scheduled to attend the 42nd ICAO Assembly in Montréal, Canada, from September 22, 2025. However, he has been implicated in widespread corruption, administrative abuse, safety violations, and unethical practices in the construction and operation of major airports, specifically:
Pokhara International Airport
Gautam Buddha International Airport (Bhairahawa)
Proposed Nijgadh International Airport
According to reports submitted by the Parliamentary Public Accounts Committee (PAC) of Nepal and its Sub-Committee chaired by Hon. Rajendra Lingden, Mr. Adhikari colluded with contractors, manipulated procurement processes, engaged in bribery and nepotism, and misused his authority for corrupt practices. In the Pokhara International Airport project alone, corruption exceeding NPR 15 billion has been documented.
Additional Serious Concerns:
Aviation Safety and Security Challenges: During his four-year tenure, aviation accidents in Nepal have increased, yet he has blocked independent and impartial investigations. Airports such as Pokhara International Airport, Nalinchowk Heliport, and other aerodromes have been operated and certified despite violating ICAO safety standards. This contravenes ICAO Annexes 9, 17, and 19, regarding safety, security management, and passenger facilitation standards.
Unethical Conduct and Administrative Abuse: Mr. Adhikari has run CAAN in an arbitrary and authoritarian manner, subjecting employees to harassment, low morale, and forced compliance under pressure.
Priority to Corruption and Nepotism: Safety oversight, regulatory inspections, and public interest have been ignored, while collusion with contractors and bribery-based arrangements have been prioritized.
Therefore, I urgently request ICAO to take the following actions:
Immediately suspend Mr. Pradeep Adhikari from attending the 42nd ICAO Assembly and other ICAO programs.
Blacklist Mr. Adhikari from future ICAO programs, assemblies, and events until an independent and impartial investigation is completed.
Ensure that the Government of Nepal and relevant authorities are formally notified regarding his misconduct.
Preserve the credibility of ICAO by ensuring that individuals involved in corruption, administrative abuse, safety violations, and unethical conduct are not provided with international recognition.
Conclusion:
Mr. Adhikari’s corruption, safety violations, administrative abuse, nepotism, bribery, unethical conduct, and arbitrary leadership have directly endangered Nepal’s civil aviation system and undermined international trust. Immediate and decisive action is required at both national and international levels.
